    Privatization and State Capacity in Postcommunist Society

    Economists have used cross-national regression analysis to argue that postcommunist economic failure is the result of inadequate adherence liberal economic policies. Sociologists have relied on case study data to show that postcommunist economic failure is the outcome of too close adherence to liberal policy recommendations, which has led to an erosion of state effectiveness, and thus produced poor economic performance. The present paper advances a version of this statist theory based on a quantitative analysis of mass privatization programs in the postcommunist world. We argue that rapid large-scale privatization creates severe supply and demand shocks for enterprises, thereby inducing firm failure. The resulting erosion of tax revenues leads to a fiscal crisis for the state, and severely weakens its capacity and bureaucratic character. This, in turn, reacts back on the enterprise sector, as the state can no longer support the institutions necessary for the effective functioning of a modern economy, thus resulting in deindustrialization. Using cross-national regression techniques we find that the implementation of mass privatization programs negatively impacts measures of economic growth, state capacity and the security of property rights.http://deepblue.lib.umich.edu/bitstream/2027.42/40192/3/wp806.pd

    Current debates in urban theory: a critical assessment

    Urban studies today is marked by many active debates. In an earlier paper, we addressed some of these debates by proposing a foundational concept of urbanization and urban form as a way of identifying a common language for urban research. In the present paper we provide a brief recapitulation of that framework. We then use this preliminary material as background to a critique of three currently influential versions of urban analysis, namely, postcolonial urban theory, assemblage theoretic approaches, and planetary urbanism. We evaluate each of these versions in turn and find them seriously wanting as statements about urban realities. We criticize (a) postcolonial urban theory for its particularism and its insistence on the provincialization of knowledge, (b) assemblage theoretic approaches for their indeterminacy and eclecticism, and (c) planetary urbanism for its radical devaluation of the forces of agglomeration and nodality in urban-economic geography

    Tourism, inclusive growth and decent work: a political economy critique

    This paper interrogates the ideas of ‘sustained’ and ‘inclusive’ growth that are intrinsic to one of three UN Sustainable Development Goals (SDG 8 - Decent Work and Growth) adopted by the UN World Tourism Organisation’s (UNWTO) 2030 sustainable tourism agenda. It provides a Marxian-inspired political economy critique of the UNWTO’s embrace of SDG8 and highlights the blind spot within the UNWTO’s inclusive growth-led SDG agenda with respect to questions of equity and social justice. The paper contends that the UNWTO’s SDG-led agenda is contradicted by the logics of growth, competitiveness and profit-making that drive the continued expansion and development of tourism. Rather than addressing the structural injustices that entrench inequalities and reproduce exploitative labour practices, the notion of sustained and inclusive growth reinforces the primacy of capital and market notions of justice and continues to perpetuate a growth driven tourism development model. The paper contributes to a critical theorization of sustainable tourism and offers an informed critique of the current political agenda for sustainable tourism and its potential outcomes

    Towards a critical theory of communication as renewal and update of Marxist humanism in the age of digital capitalism

    This paper's task is to outline some foundations of a critical, Marxist-humanist theory of communication in the age of digital capitalism. It theorises the role of communication in society, communication and alienation, communication in social struggles, social struggles for democratic communication, the contradictions of digital capitalism, and struggles for digital socialist humanism. Marxist humanism is a counter-narrative, counter-theory, and counter-politics to neoliberalism, new authoritarianism, and postmodernism. A critical theory of communication can should draw on this intellectual tradition. Communication and work stand in a dialectical relationship. Communication mediates, organises and is the process of the production of sociality and therefore of the reproduction of society. Society and communication are in class and capitalist societies shaped by the antagonism between instrumental and co-operative reason. Authoritarianism and humanism are two basic, antagonistic modes of organisation of society and communication. Instrumental reason creates and universalises alienation. Digital capitalism is a dimension of contemporary society where digital technologies such as the computer, the Internet, the mobile phone, tablets, robots, and AI-driven (“smart”) technologies mediate the accumulation of capital, influence, and reputation.     Distinctively Dysfunctional: ‘State Capitalism 2.0’ and the Indian Power Sector

    State intervention in India has persisted but has proved far from immune to critiques of traditional dirigisme. An examination of the power sector shows that waves of reforms since 1991 have together created a hybrid and regionally differentiated state-market system. Blurring the public-private boundary, this reinvented “state capitalism 2.0” displays both refurbished modes of intervention and new governance arrangements with private players. Nonetheless, as the power sector’s continually dismal condition suggests, this state-capitalist hybrid has not (yet) provided a coherent alternative to older dirigisme or the Anglo-American mode of “deregulatory” liberalization. Instead, between 1991 and 2014 its ad hoc, layered emergence generated distinctive forms of dysfunction. Coupled with competitive politics, its ever-increasing institutional complexity rendered it internally incoherent and vulnerable to rent seeking on multiple fronts. Power sector evidence suggests that state intervention in India has remained simultaneously indispensable and dogged by persistent administrative and financial difficulties. Examining its internal institutional transformations helps to explain the apparently contradictory nature of the contemporary Indian state: at once business-friendly, populist, and often underperforming

    Geographies of development: without the poor.

    Some contemporary narratives of development give privileged status to middle classes in the global South. In the face of intractable poverty, policy makers take heart from the success stories of ordinary people who have, over generations, realised and consolidated the gains of development and who embody society at its most functional. Their presumed virtues are their self‐sufficiency, their ability to articulate with the global economy, their buying power, and their good sense as responsible citizens. This, the first of three reports on geographies of development, reflects on recent research that interrogates the privileged status of middle classes in some narratives of development. As this burgeoning literature suggests, celebratory narratives elide the complex circumstances that make and unmake middle classes. Furthermore, middle class gains do not automatically translate into development for others. Indeed, efforts to centre the middle class threaten to displace, and justify the displacement of, economically marginalised groups seen as surplus to development

    Interlocutions with passive revolution

This article critically engages with debates on uneven and combined development and particularly the lack of attention given in this literature to accounts of spatial diversity in capitalism’s outward expansion as well as issues of Eurocentrism. Through interlocutions with Antonio Gramsci on his theorising of state formation and capitalist modernity and the notion of passive revolution, we draw out the internal relationship between the structuring condition of uneven and combined development and the class agency of passive revolution. Interlocuting with passive revolution places Antonio Gramsci firmly within a stream of classic social theory shaping considerations of capitalist modernity. As a result, by building on cognate theorising elsewhere, passive revolution can then be established as a lateral field of causality that necessarily grasps spatio-temporal dynamics linked to both state and subaltern class practices of transformation in social property relations, situated within the structuring conditions of uneven and combined development
